Interesting here, Van Gogh's way of deliverying was different, to be inspired by his art, one has internally be inspired by themselves. As for PM, the inspiration arises externally e.g. policy and economy.
I differ from your observation. External "forces and pressures" cause the need Performance Management. However, inspiration (coupled with vision) are primary roles of the executive leadership team of an organization. Inspiration should come from them.
